Microsoft can you please help us bring attention to this issue!!!!! I have a feeling that you implemented the microcode update just fine, but many of the manufacturers (ahem ASRock!!!!!! Looking at you!!!) Have only issued a single BIOS update for Spectre/Meltdown. It is labeled as a BETA in the BIOS menus, and is likely the cause of this issue.
Microsoft says it has addressed a recent vulnerability through an Intel microcode update. The release is specifically for older versions of Windows 10 that are open to Microarchitectural Data.
Either the Windows Microcode has a bug, or the BIOS does, but somebody needs to respond and give us some feedback! My system currently runs almost 15% slower in CPU heavy tasks. If there are logs we can provide or something let us know!
Broadwell-E overclocking was broken by KB4100347. The CPU cache overclock still works but the core multiplier is limited to stock speeds (40 on Turbo 3.0 cores, 38 on all others.) It was rumored that KB4346084 was the proper replacement, but the Broadwell-E CPUs are technically not listed on the page for KB4346084 so we can't be assured that it even works. Even worse, installing Windows 10 build 1809 causes the overclocking bug, and you don't have the ability to remove or block the microcode update in it to a working version so you are stuck with a CPU running 800Mhz slower than you are used to. This has to be fixed even if it means we have to pressure manufacturers into updating a BIOS somehow.
Microsoft has today re-released the Intel microcode updates for all versions of Windows 10 including the latest April 2018 Update (also known as Redstone 4 or version 1803). The refreshed Intel microcode update apparently adds support for more processors and fixes some bug fixes.
As noted above, Windows 10 April 2018 Update is also getting the refreshed Intel patch. If your PC is on Windows 10 April 2018 Update, you may get KB4100347. But it’s worth noting that the update won’t show on devices that are already patched against the vulnerabilities.

Not just Windows 10 April 2018 Update, but the older versions of the OS are also receiving new Intel microcode updates. Windows 10 Fall Creators Update will get KB4090007 and KB4091663 is rolling out to Windows 10 Creators Update devices.

The latest Intel Microcode patch is also rolling out via Windows Update and you can get this update from Settings > Update & Security > Windows Update > Check for updates. Your PC has all the necessary updates installed if the Windows Update says the system is up to date.
